It is bright. It is colourful. It is fun. It is (relatively) functional. It meets all my prerequisites for a play outfit. As soon as I tried this little pinafore on our daughter she said "I am going to go dancing." Then she proceeded to spin and dance. It is not that the dress is twirly in any way. It is the big bow and the ribbon that she watches move. Perhaps it looks like a big chunk of seaweed hanging down the front of her dress (Yes. I wasn't happy with the result.) but to her for some reason it represents a world of prettiness and dance.
